I hope they talk out about what’s stressing her out about raising milk and she decides to keep him. Raising a puppy can be very stressful and sometimes people make irrational decisions in the moment. I don’t think it’s right she decided to try to return him just because the stress was to much but I don’t think she was thinking straight.
