I just went back to look at the first chapter. And the Goddess said that the three of them are to be "ingredients" for her world, and that they are neither "medicine", or "poison".
Which, I think, was her way of saying "You are getting a fresh start that is neither good or evil. You can be whatever you want to be, but you will become an interconnected part of this world."
She also said that Earth was a popular spot for souls to be "hunted". And having people come from another world to this one isn't exactly an unknown phenomenon. So this means it's being done with the intent that they serve some kind of purpose.
I'm pretty sure this is gonna be one of those "everything happens for a reason" kind of deals. I suspect the Goddess put Haru there so that Shou would find her and blow the lid off of whatever is going on there. Which plays into the whole interconnectedness thing. A scandal in another place managed to touch and effect other people (Shou) despite the great distance between them.
All it took was for one person (Dredd) to mention to Shou that they met someone like her.
