I'll agree that it's intent is to be more then a brothel, but atm it is functioning as one. The owner has brought in different "customers" and then pleasured them all.

For it to truely be a love hotel, customers need to make use of the facilities without an employee present. As long as there is an employee servicing customers in the rooms it is a brothel in all but name.
