A little girl got atomized mere inches away from her face and she barely flinched, she continues to maintain an ear to ear grin and cheery demeanor while people scream and die around her, she reacts to lost limbs like someone who forgot to tie their shoes, it’s not like she doesn’t understand what’s happening around her either, she understands the severity of the situation and chooses to larp as a cute idol type character despite it clearly not doing anything positive for the situation, she may display a manic desire to preserve sentient life when possible but empathy? No, hell she literally tortured the bunny monster to the point of screaming bloody murder just to make a MASCOT
That's not really how empathy and being a sociopath works. You can feel through others' actions/emotions and still do something that harms them or even just walk away in indifference. That doesn't mean you don't feel empathy it just means despite what the other person felt, which you clearly noticed, you decided to do something different. Her whole character is about looking at the people around her and try to make them happier. That doesn't mean she knows what the best way to do that is.

A conventional sociopath who doesn't care about people is relatively straightforward:
“I don't value you, so I have no reason not to hurt you.”
This character sounds more like:
“I value you enormously. I want you to be happy. I would do anything to preserve your life. Unfortunately, my understanding of what constitutes helping you is completely fucking broken.”
And
that creates a wonderfully grim contradiction: her desire to do good is sincere, her empathy may be sincere, and yet putting her in charge of other people's wellbeing is still an absolutely terrible idea.
