It makes sense given the hints that she's also an otherworlder (like Ginko, who also doesn't have mana). If she was actually a witch with real (but distinct from this one's) magic originally, it might explain her current headless abilities.

In some way i understand the witch, struggling all her life with apparently large amounts of knowledge but no mana thus unable to get recognition, all while other mages get born with huge amounts of mana, that's gonna cause resentment. Well she's still a bad person.
