not sure if specifically this one, but for some if you adjust the zoom you can just page with spacebar, but some long s trip has inconsistent spacing between panels which renders it moot. using a vertical monitor can also help

in addition you can adjust how many lines move when you move the scroll wheel

on some pages/programs you can also middle click then move your cursor up and down and the page will scroll at a certain speed base on how far you moved the mouse.
