Maybe they can't pull him across because his weight would drag them down but he can step on them because they can take his weight for a moment?

Most likely, because his magic is limited by his knowledge. Especially in emergencies like this one when he doesn't have time to improvise. And he doesn't have a spell that makes things fly better.
Less likely, because he does not believe such small things can carry him around. He's more used to flying cars.
Finally, he might personally hate flying. While for you and me, flying freely might be a dream, for him it's probably an attraction he has tried before. And possibly did not enjoy.
