Thinking about his strategy so far is quite something.
Dungeons are supposed to be feeding off the "desires" of the adventurers delving in it. So what is best than to feed off the endless pursuit of beauty to women and maybe in the future, the endless desire of men to just fucking kick back and take a vacation.
To make it more tempting, make the monster drops single use only and would be better be used in a hot spring place or after using the hot spring that way, people can't just sell it outside because people would just use it in the dungeon.

With just those two, you create a hefty ecosystem with room for humans to infight and work up a sweat.

Then you can create mythical "treasures", secret passageways that end in peeping spots that close up before word fully spreads. Bath bombs as deep floor rewards that can be used at home, but the paths intersect with private baths leading to conflicts. Then the VERY deep floors have proper medicinal waters, with magic soil to encourage long term stays to farm herbs and mushrooms.
