Personally i dont consider it censorship if its originally made that way.
I dont know if it was in this case. I remember before the last nuke went off on this site there was a work called LAG where one girls top was a touch revealing and they badly drew over the work to make it cover more of her breasts thats definitely censorship.

My issues is, and always has been, if you aren't going to complete the drawing, then don't draw it; or even worse, draw it then put black squares over it. Honestly, I don't need boobs in my Manga or Anime to enjoy them, but you aren't fooling anyone or really preserving any type of innocence when you do that. I know they're trying to keep it within a certain rating, but even putting a towel over them is better than drawing full on nudity and then leaving out the most key detail. For me, it's just like mosaics over porn. Makes no sense.
