Can't be, they're born a month and 6 days apart.
So half-siblings?
Or maybe someone messed up the ages or dates, since the manga said Riko was the little sister (iirc), yet going by their dates she'd be older.

My best guess would be that Riku is 11 months older than Riko and the story takes place after April 10th, so that she just turned 17, but before May 16th so he hasn't turned 18 yet.
