Pardon the reply to a much older post. The nape of the neck is one of the areas of skin show in traditional Japanese dress (think kimono) so it kinda has a traditional beauty feel to it for the Japanese (to my very limited understanding). In a more western view, for women with long hair, the nape of the neck is usually covered by hair so that certain hair styles (buns, ponytails, etc...) that expose it can have and intriguing effect. Also, the neck itself, but also the shoulders to which they are attached appear slighter and more delicate than a stereotypical man's neck and shoulders so their emphasis can be an emphasis of a woman's femininity.
