I'm not sure about that; most shoujo go through the relationship development phase quite quickly, to cement the characters as a couple and then enjoy various shoujo moe things like dates, rivals, and so on. Which, in turn, is also standard formula for this medium. Whereas shonen and seinen are entirely built on the "will they be together or not?"

Of course shoujo has its own tropes, and pretty often shojou repeat shounen route with 100 chapters of beating around the bush just for single kiss in the end. But on other hand in lot of shoujo manga we actually see people get together as couple, split, have sex, not being virgins, have exes etc. And it's not always fluff and moe, shojou genre really likes over the top drama, bullying and rape or attempted rape scenes for some reason.
Seinen romance could be anything. Honestly I don't remember lot of seinen romcoms besides Kaguya, but common romance is usually mature, on par with josei.

So what difference does that make? Shoujo does focus more on the "romantic stuff" and exploring relationships as such, while in shonen and seinen romance, relationships are usually the ultimate goal, not the status quo. This is primarily due to expectations of a particular gender audience. But that doesn't make the work better or worse; it's largely a matter of personal preference. The idea that josei or seinen are necessarily "more mature" is a stereotype fueled by their more mature ratings and themes. The primary medium for seinen and josei is simply more mature shonen and more mature shoujo.

Well, I can only speak for myself, but It's boring to read the same 5 tropes being used again and again without authors even trying to make something different or portrait at least somewhat natural relationships and human interactions
