Did the cop want to die? He didn't fight back at all. That's some deep remorse for whatever happened in his past. At least he wasn't a corrupt cop, which was the impression I got earlier in the manga, due to the poor writing.

I'd say this, a totally unnecessary, innocent victim, probably means Uruma will also die when he manages to kill Kyou. Maybe he dies and the little brother wakes up.

Unpopular opinion but the cop got what’s coming for him. Utterly useless 4 years ago, now snooping around the actual victim, being rude to him when there was 0 evidence and even now trespassing where he shouldn’t go.

Did he deserve to die? No. But he was following a path of destruction he failed to stop 4 years ago, now with an intent that was way too late to have.

Not really that. Previous chapter showed that he did the same thing; he killed the bullies that hurt him. This is more karma than anything coming back to haunt him.
