Why? Kinda fitting for the emo guy who spent 18 years in a monastery praying for penance to want to get rid of a bunch of people, who in essence, are mass murderers. I think it's a little silly he wants to kill his former comrades (I mean, he could've just had the goal of destroying the enchanted blades instead and he wouldn't have had to shed any blood) as well, but the guy clearly has lost it and and we need a villain to drive the plot's stakes up.

Holy fucking shit, what an interesting turn.
He's obviously not gonna make it to the end of the series, but even so, I like that now there is a third party. It's realistic. And the Kamunabi, like most government organizations, clearly are not unambigously good, so maybe Samura does have a point.

Still, I can't say I agree with Samuras logic - because if he fucks this up, there will be a new generation of swordbearers perpetuating the evil and suffering they inevitably cause. Seeing as he seemingly is a buddhist, he should understand the cyclic nature of suffering... but then again, he seems to be shitty at buddhism anyway. As he said, it's all about ego. He can't let things continue. He has to end it. He's putting the cart before the horse.
Anyway, his hubris will bite Samura in the ass. The guy that Chihiro fought grows quickly and now has experience in going up against a wielder of an enchanted blade; and now he has Kumeyuri. I bet Samura will die through Uruhas blade.

Inhales Okay, first of all... FXXK YOU, seriously, FXXK YOU SAMURA. Really think he can handle the whole Hishaku himself just because he has his enchanted blade, like, really?! Yeah, I totally don't see this plan blowing up in his face. Samura wants to enact his misguided justice so bad, then he could have done it when there's no evil organization walking around killing them "innocent" youth Samura oh-so-wanted-to-protect! Like, the reason those kids died was because the Hishaku sent their men there, and he really thought allowing those sort of folks holding the enchanted blade for one minute is OKAY?!?!? Dude, I know you're blind, but holy shet, that's not justifying killing your former student!

Uruha's last thought being Bandana (is a win for me but at what cost) and how the Kokugoku Steam Squad died FOR him and so Uruha can't allow to let those death be in vain.... they did Uruha dirty, gosh. Uruha was ready to die at any time but just after he gained the will to live-whether it's because he met Chihiro or because his squad demand for him to survive-only for this to happen. Please, Uruha deserve better... TAT

Reasoning is expected. What I didn't expect is Chihiro being teleported back - but well, I was thinking if Chihiro is to fight that crazy long hair dude, it would be difficult to continue going full speed ahead like this, this solve the problem.
