Devil's advocate opinion here, but since the Hishaku raised him they know all about his irrational behavior. Assuming they're competent, giving him their most powerful weapon means that they think he's pretty good at evaluating risks and running away. Case in point, despite his talk and theatrics, that's exactly what he did when his life was seriously at risk.
