Let's be real here... the only reason Kobachi is Best Girl is because she has glasses, and there are no other named girls with glasses. She is the only one meeting the base qualifications and thus wins by default.
Given the previous remarks made in passing about "hiding beauty" with the glasses and now the comments this chapter, the suggestion seems to be that she would be beautiful without them...
... But she is underweight, has no chest to speak of, her hairstyles are always lopsided, and her face lacks any other distinguishing features besides the glasses themselves (and they're circular, low-effort frames at that).

So I'm guessing it has to be some kind of joke. I mean without the glasses what does she have? Just a stoic attitude. If she gave the glasses to another girl, she'd probably give the title along with them.
