I think Shirogane can still win even without Kaguya's help considering his previous accomplishments and other candidates are not really up to par. Kaguya simply made things smoother and would explain how Shirogane can maintain his status despite being a commoner in this aristocratic school without experiencing hardships like bullying or being discriminated. There's supposed to be discrimination between pure students and impure ones but we never really get to see it. Since Shirogane has delicate heart and sensitive to his status, it's strange his "status" was never really brought out or used as conflict except in his own mind which is one of the reason he pushes his self to the limit.

So this chapter explains why. Kaguya was behind the scenes and is clearing the way for him. There has been a mention of a commotion on the previous election and the other 3rd year student council members didn't like them. So I guess there's that

I think Miko has both potential and potential to be annoying. But for now, the results being close at all is only thing i'm strongly against. It made no sense.

You do realize that Shirogane pretty much campaigned for her?
And I'm not talking about getting her to talk (though that was something as well, she wasn't saying anything), I'm talking about helping her put her strong points under the spotlight...
He appeared to be "against her", while he was asking questions he KNEW she had all the answers for, and that it would look good for HER.

To put it in perspective... Imagine you're a candidate at an election against the currently elected official (ending his first term), and you ask him questions about crime rates and the like, when he actually did a tremendous job to lower the crime rates all over the country; You can be as aggressive as you want with these questions, it'll only help him, because you're throwing him softballs that he can all hit well because he has all the answers.

In a political debate, you don't question your opponent on things that make him look good... You question him on things he has no answers for, or answers that will turn a lot of people against him.

If you watched the democrats debates, the mediators are ALL throwing them softballs (because they're all leftist and don't want Trump to win). They don't pressure them, they don't ask tough questions or pure for more information when the candidate is in trouble, etc. They only want to make them look good, so they have a great chance against Trump.
Well, that's exactly what Shirogane was doing with Miko; He was making her look good.
