No he just was always a p3d0 with an obsession with Keyaru because of how "pure" he looked

Tbh it's not the best written stuff, really seems they just need a strong antagonist to be a last hurdle since everyone else he pretty much gotten revenge on

More than likely not....bullet was always a pdf file, the same one we saw from the previous timeline....has the same urges and desires in this one as well....and tbh, this version is a lot worse and more aggressive.
