It's a pity that it's not having quite the same effect on Kaijuu that the normal "St. Javelin" is having on regular armored vehicles. Then again, the size and composition difference is substantial. I bet there's soft, shock absorbing layers in the monster's body structure too in addition to a hard outer shell.
That said, multiple direct hits to the head would probably scramble the brain. Similar to how maces and hammers that couldn't penetrate plate helms were used in melee combat to just send shockwaves into the brain to knock people out.
