Yeah feel like it would've been super easy to get a similar effect by having the cleric react to the villagers being sad about building(s) they think will be destroyed.

Setting that aside there's also a much larger issue: Literally the first chapter of this manga is Albus and noob Fiona heading out in starter gear and easily killing an S-rank dragon using Fiona's sleep skill that works super good on dragons.

So a) the author missed a chance to do a super cool throwback to that and b) the author forgot they can't casually bring in a dragon as a big ominous threat anymore.
