I feel like Nureba meant that she preferred to do something more heart pounding like gambling, like when she gambled with ootori earlier in that story, for the thrill instead of the regular more more tasks she probably does? Guessing she doesn't like the menial nature of the common work she does as part of the beautification committee? Paperwork etc. Which I assume consists of the majority of the work she does?

Because I guess that the crazy antics involving ikishima's little gambling adventures arent all too common, and not all of them involve nureba? Like the whole thing that went down with ootori. We'll see what's up with nureba I suppose.
