No, it uses the kanji for mouth (口), not eye (目). You probably got confused because the background art can be seen through the kanji which inadvertently made it look like the eye kanji (the lines are not the same thickness, though).

So it's "no mouth" -> silent/taciturn.

Funnily enough it seems like 無目 isn't even a word for blind (盲目) but 無目的 is purposeless/aimless which also seems fine for Turner.

Maybe in chinese (无目). Remember, 無口 also doesn't mean "has no mouth" or "dumb/mute" (黙々) despite the meanings of the kanji composing it.
