No, it uses the kanji for mouth (口), not eye (目). You probably got confused because the background art can be seen through the kanji which inadvertently made it look like the eye kanji (the lines are not the same thickness, though).It uses the kanji for "no eyes" so I dont think thats true.
unless this is some very obscure colloquial
So it's "no mouth" -> silent/taciturn.
