Technically it does, but if you keep staying up late it'll make the eye bags harder to conceal/hide & long terms use is not recomended.

The most noticeable part of eye bags is the discolored skin due to the blood pool, which can be easily concealed with some powder. Although from what I read, make up techniques do conceal the texture too (not just the color).
