@Doomroar if not a customer, a professionally or politically implicated person at the least. We know he is a well-connected businessman, it might be that bringing Misato to justice is a conflict of interests of sorts.
The upside: I think if that is the case, Kai would likely follow his unlikely hero in remaining morally steadfast. However, this manga is not noted for positive outcomes even of morally righteous actions.
