It sorta seemed like that was what was being set up earlier. There's been various hints that Kouichi doesn't actually hate his brother, and is protecting his brother by taking on the burden from their dad. I also thought that Kei might have been reporting to Kouichi on how Soushi is making friends and having fun. But maybe that's not the case, and they were both evil all along. We will see.
