There's a bunch of other companies in other countries that General Mills licenses it out to, so it's not just Japan.
Also according to Google's AI, Japan uses the original Bugles recipe and not the newer recipe that the US version currently uses. In some ways, Tongari is even more Bugles than Bugles itself, lol.
Of course, Japan has its own flavors like Okonomiyaki, so it's unique in that way.
