It's more complicated than that. SF6 is the biggest the franchise ever been in Japan. And there they already have the Street Fighter League as a PPV event there for the past few years so Capcom probably thought to do the same with Capcom Cup to get more money or make it sustainable since Capcom's e-sports division seems to be struggling. But I don't think they thought about the rest of the world when making that decision so everyone is rightfully complaining about it.
