I feel like I'm missing the cultural context to get this one.

I think the context is that it's a horror story radio station, and Hinami has been sending postcards to them. Logical conclusion would be that she's been sending postcards with horror stories written on them for the station to tell the audience. Instead she's been sending just blank postcards, and that's supposed to be the horror story, them getting blank postcards from an unknown sender ever since they started. Admittedly that would be creepy.
