Part of me wants to believe that after his sacrifice he was sent back in time and took the place of a time choujin so he could still serve The Man,, and in the process matured a little. Of course that dosen't explain the 100M power.

Nemesis growth on this arc has been tearful and so interesting.
The whole Fanatic/Pshycoman on the other hand… not for my taste, kind of bored of it already.
