I wonder if the witch is enjoying her complete lack of magic, and being married to a butthole of a prince.

Just being clear, but her reasoning for being "at fault" is...
She wanted magic, and didn't want to be queen.

People in this world have magic; this means her desire is to be equal. That's normal, and not asking for more than others; this is not a criminal thought, nor even irrational, and is absolutely NOT NOT NOT anything that could be considered aberrant or out of line.
Certainly, it is not something that should qualify as a mitigating circumstance. It's not "wrong."

Not wanting to be queen is actually a bit nuanced, but she ultimately absolutely did her best to fulfill her duty and become queen, and she did it so well that she summoned a frigging Ice Dragon!
Nothing deserving of repudiation, nor even punishment; the rest of it was taken from her hands, and she had no power to stop it.

Now, this is all obvious to any adult; obviously, defending her stance of apologizing can ONLY be intentionally arguing just to argue, and not a serious point of debate.
It's like claiming that you wanted a chance to stay in a mountain getaway, but then apologizing for killing 6 million Jews and 5 million others because Hitler owned a mountain getaway before the Allies destroyed the nazi's fascist regime!
You had nothing to do with it!
Why would you apologize for doing it of your own accord, when you DID NOT?!
Your ancestors didn't make the fog, you didn't kill the crops, you aren't the witch!
There is no valid argument, outside of mental illness, to support her position of personal responsibility.

This is absolutely some weird kind of fetish, and the display of it is truly concerning; it shifts responsibility for personal actions to society, and removes the accountability of the responsible individual.

This is fundamentally harmful to any society based on trust and reality; if you refuse to hold responsible parties accountable for their actions... at best, you encourage dictatorship; at worst, you enable the utter destruction of that society, and any chance of even the most meager of personal freedoms.

Ask any German of a certain age; any Persian, Syrian, Hungarian, or Kurd; ask any non-fascist US citizen, today.

The same way 100 pennies makes a Dollar, Pound, or Euro, so do 100 small actions make a larger movement; and her actions, in this matter, are abominable.
The author is either writing a complete fool, or they themselves live in a fantasy world of blameless crimes supporting wicked societal norms.
