It's not so much sparing as it is giving a punishment which accords with her actions thus far. You can't go around punishing people for what they haven't done, unless you're a despot or want to allow despotic behaviour to be legally permissible through
precedent. That's how Law works. Besides, she'll only be able to do anything if she manages to seduce someone into breaking the law and allowing her into the palace (where she's no longer authorized to be) or something.
Honestly, Chris, as messed up as he was, deserved way better. Glad he's left her behind.
