What does any of that have to do with the story we're here for, anyway? Who are all these people? Why should I give a single damn about any of them or any of their petty politics?

This volume has so far dropped the manga from a solid 8 out of 10 to barely 6 out of 10 for me.

Really? I'm pretty sure we've seen the "reaper" character in the background of those chapters for a while now. I'm guessing he's the embodiment of that curse, and relates to the family of the guy who killed Chiaki in the present (since his family owns a ton of stuff around the town if I remember correctly). I may be entirely wrong, but it does feel like there's interesting ties between the two time periods so far.

The connection is displayed fully in this entire chapter. Similar circumstances and similar characters all showing up here in the past. Meanwhile the talk of a curse is more than likely the root cause of all the problems of the village in the modern-day; the murders and cover-ups that were hidden by the mayor and the investigations of the police all connect to this moment in the story.
