Yeah, Aqua's job description is being more of a pain than she could ever be useful and given that she has the oh so useful healing and ressurection magic... You get the picture. Still, the guild is always just looking for an opportunity to screw Kazuma hard and had been from the very beggining. The first incident when he was shouldered with massive debt (due to Aqua's "biblical" method of fighting Beldia) was later revealed to have been done unfairly, since the Dustiness House had already paid for the damages and wasn't interested in holding him accountable. Hell, even the beggining of this story shows it - the guild just throws him under the bus, when it turns out a noble's goods have suffered (when they were saving lives at that very guild's request), but the Axel Hearts don't even get informed that there's a party they could request reimbursment from for the same event. Meaning, it's not like an adventuring party is really liable for all damages (at least during a special quest like that) - it's just that the guild can be leaned upon to bend these rules and they clearly don't give a crap about defending him against the authorities' whims.
