I'm not entirely sure whether this is supposed to be a Higurashi spinoff, but right now I'm inclined to say that it isn't and that "Maebara Kei" is to "Maebara Keiichi" what "Furuwada Serika" is to "Furude Rika," just a bit more obvious. I wonder if Karen is supposed to be an expy of some other character? Like Satoko or Takano, maybe?

Keiichi Maebara is the protagonist of When the Cicadas Cry/Higurashi, and they look pretty similar.

The character's age doesn't quite match, but that other series is also known for specifying dates in Japanese era years, the guy was a chuuni (though much more socially mature) among other similarities.

He's saying this Kei is an expy to Keiichi.

It's not why but why not? Every manga, anime, game, etc should feature bunnysuits in one way or another. Even the ones that don't actually have any female characters.
