Mamoru Hosoda's Mirai movie came very close to that by having Tatsuro Yamahita compose and sing OP and ED themes.
The most City pop anime award probably goes to the 1980s Heart Cocktail series and his recent Colorful sequel; despite not having any Cp hits in its soundtrack, it managed to perfectly capture that sound and mood.
