I get the feeling she's not going to end up as an unredeemably horrible evil person - it does seems like there was some serious misunderstanding going on in the past, though it's hard to tell given we've only seen the MC's internal perspective and a few hints of Hebikawa's perspective. But one thing that's really clear at this point is that Hebikawa is not a particularly nice person - she's far too self-centred and arrogant, and she doesn't seem to care about how other people feel, even people whose feeling she should care about (like, say, the guy she's apparently decided she likes?)
The perennial question: how do you translate something that's probably just a bit silly and kind of cute in the original cultural context, but has no equivalent in the language/culture you're translating it to . . . I totally agree, though, this doesn't work very well.

How is it in the dumps "bruh"? When she called him she was insinuating for them to go alone, just the two of them. But the beta cuck said "Won't it be weird just the two of us" which prompted her to bring her shortie friend. And as if this wasn't a massively missed opportunity, for them to be alone, he decided it was wise to bring his two friends, with one of said friends literally gunning for his girl. Hell MC even tried to play matchmaker for his friend and Kusonogi in the past before she had to tell him "I am fine with you being my only male friend"

Being unapologetically evil is pretty cliche itself.
Getting a slap on the wrist after attempting literal genocide is like a pillar of shounens. Next to that, being straight up evil for a main character is pretty small portion. I'm not talking about some comically evil throw away character. She is a POV character in this story. (well she will be)
If you're defining a primary antagonist as a "main character." But even then that's very common. Basically every main villain in Jojo, Hisoka from HXH, the teacher in Erased. Hell, Light Yagami is literally the protagonist of Death Note and while he doesn't start as unapologetically evil, he becomes unapologetically evil almost immediately. It's so common that it almost isn't even a trope to be pointlessly evil, it's just the default for antagonist. I honestly struggle to see how you can think this sort of character trait in an antagonist is original, let alone uncommon.
