When sodium bicarbonate (NaHCO3) is heated, for example on a dry pan on its own, it doesn't release CO2 but water and forms sodium carbonate (Na2CO3) after reaching 200 °C (very unlikely to happen when making pancakes).
Soda's leavening power comes from getting in contact with an acid (like lemon or lime juice). In that case it will release water and CO2.
