Welp, now there's the possibility in the "this is a cover argument" scenario that she's actually a fan of his and hiding it. Not super likely but possible.
Now my head is in full theory crafting mode even though I'm pretty sure the real answer is "pushy young-older sister is the author's strangely specific fetish and/or humor" and there's no actual story behind it, and it's an excuse plot at most.
(As far as strangely specific young-older sister fetish all I can think about is this panel.)
