Why don’t you want to collaborate with some kind of translation service? There are a lot of reviews in the web with legal translation services like this https://pickwriters.com/legal-translation-services. Perhaps some of them would be interested in long-term cooperation on mutually beneficial conditions. It is always better to cooperate with companies than with freelancers, as they are more responsible for the quality of work and deadlines.
