not necessarily violent sexual assault, but certainly the 'have sex with me or you'll be dead and no one will care' thing was pretty well understood. that's one reason brothels existed in the first place, kind of a safety in numbers thing. sexual assault by a person who doesn't exclusively get off via rape is generally not something preferred, and if clients were violent toward a girl in a brothel, often none of the girls would fuck him again, and that means he'll probably have to resort to rape from that point on (word spread fast in small towns) or leave town. violent sexual assault would require a lot of coverup, and in the end most people would probably think it's not worth it to do in the first place. and there was often at least SOME level of security, even if it was only a particularly loyal customer or madam with a gun.
on the other hand, if you're in a position of authority or any kind of power, it's completely different. that hasn't changed at all.
evans is not only a sheriff, he's probably one of the most famous gunslingers in the country. sexual favors as compensation for protection, looking the other way, etc was also not all that uncommon.
tl;dr rape wasn't THAT widespread but a single woman's complaint wouldn't necessarily do much
that said, evans is a good boy and oakley is fab
