japan laws about uncensored genitalia leave me always baffled, considering what is considered censoring (sometime just some black tick lines that leave quite a bit of the genital visible) in some porn or erotic raws (albeit it's possible that publisher enforce this more strictly). It's not even an historical cultural value stuff, considering these laws were made, depending on the source, either during post ww2 american occupation or during Meji restauration (that also involved usa bombing japan to enforce opening and modernization) opening by weestern/victorian influences
BTW there are apparently some member of the diet (at least 2 years ago, not sure if they are still there or there were parlamentar elections in the while) that would support repealing the law
