My guess is that it's from the state, and not as a particularly special case. Just another thing taxes can be allocated for, assigned whenever they get reports of monsters reaching 'problematic' rather than 'nuisance'. Like road maintenance.Where does the guild get the money from? Usually, guilds finance the quests by having the requestor pay for it, I could understand that in some special cases there would be finance from the state, like if there is a monster to powerful for a small village to pay for the subjugation, but that should only be a special case. Here, they seem to just take money "from the guild" every time, which doesn't make sense. Surely, after the second request, the guild would have sent someone to see what's going on because it would be a potential bigger threat than just the village itself.
