The commander's speech about power being unable to counter battle formations is kind of strange.
the world they live in is a cultivation world where a powerful warrior can end wars with a swipe of his hand.
sure chambord should not have any warrior that strong, but his belief that formations are better then power is just .....wrong.

These are lower tier country not even worth at tier one countries in azeroth perhaps strategy plays part into the lore because experts are scarce, perhaps that or... Just go with the flow. It was invented by Greeks (or Hellens) and popularized by Macedonians
Romans used it at the beginning but changed to triplex acies (manipular or Polybian) and to the most famous - legion (cohort)
Romans popularized the cohort army (= legion)
