This is a lot of a loaded question. There are a lot of seinen and josei titles, particularly in the drama or slice of life space, that include some pretty fantastically detailed artwork, but whether they hit that particular aesthetic you're looking is really up to the beholder.
YMMV, but some titles that pop to the top of my head:
Berserk is my gold standard for hyper detailed fore- and background artwork (extreme violence and mature subject matter warning of course)
Welcome Back, Alice includes wonderfully (hah!) evocative imagery but the story really isn't for everyone. DMCA'd, alas
The Green Yuri adds an excellent third dimension to the usual B&W fare with a sublime use of green.
I don't read Jojo's but I can appreciate the strong sense of shape the author brings to the table. See above comment on aesthetics.
