It was shoujo manga i think, the mc was highschool female with long blonde hair who was kinda spoiled kid and have big brother who spoiled her.

I remember the title has otomodachi on it but there is many title with otomodachi name on it.

The manga cover was the female MC wearing highschool outfit with close up pose look.

It was old manga i think ranged from 2005-2015. Already ended and fully translated in english, it have few volumes i think like 2-4.

Eh i think it was not little sister , my memory is vague i think with older guys who like older brother and MC have crush on him.

Never mind, i find it. it was Otomodachi De Ikou which was 1995 manga.

And it was the story about short girl. Maybe because she was short that i think she looks like little sister characters.
