Yes. Zepia in Tsukihime is also known as the Night of Wallachia. He's the villain of the pre-remake Melty Blood games. Sion is his descendant.

The original Blackmore has only appeared in material books but he's described as being a super devoted follower of the Crimson Moon. When the Crimson Moon died in the Fate timeline, Blackmore killed himself. That's the thing that happened 1700 years ago which Zepia talks about in this chapter. Blackmore is still alive in the Tsukihime timeline because Crimson Moon is still active.
