Being they are related, if that interest strays into Romance that romance is, by its very nature, incestuous.That's not what brocon means. Brocon =//= incestuous feelings to brother. It means BROTHER COMPLEX aka an obsession and attachment to the brother in a platonic or romantic way. Minoru did not have obsession with Wataru. He wanted to romantically BE with him. The boy didn't have a room filled with Wataru or only non stop talking about Wataru.
Examples:
Please take my brother away! A siscon comic that has a brother who deeply cares for his sister. Not in an incestuous way.
Hypnosis Microphone. Two characters from the trio buster bros look up and admire their older brother. Not an incestous way. They admire and want to be just like him.
Spy x Family. Yuri is known to be a character that does not want to bang his sister. He is a classic case of a siscon.

I can't tell if tiktok/twitter is making people lose the actual definitions of anime terminologies. I have talked about this with my Japanese classmates about how they don't understand how some jump into lewd things or saying words that don't mean that.
