Looks like he did and he might be even better suited for it than Tsukagami is. He quoted "go fetch" in the last chapter and that was enough to send the demon after the person he was concerned about. Notably, he did not need to have any part of that person to have the demon track his scent like Tsukagami does.
Also, it seems like the police might have inadvertedly saved either Tsukagami or Haruki, since it sounds like the demon places whatever it fetches into the sorcerer's mouth without much concern for the latter's well-being.
