Ok so my current understanding of the event is uhh the guys dad is doing a magic so to tell off his son but didn’t realize that his son was there uhh and it’s gonna destroy a building or something? And the other kid’s dad is trying to tell him to leave the area or go to the subway cause it’s safe?? Or the opposite and it’s just someone trying to get him killed? Like I assume the finger pointing is magic cause they couldn’t get through to him via his phone and are trying to warn him about something?

I swear I only know what’s happening like 20% of the time in this manga

The two guys in this chapter are brothers.
In chronological order as what's revealed in the past volumes, it's something like this:
  • The younger brother and his crew bullied Haruki at the meeting
  • The dog pulled out their teeth as revenge
  • The father a.k.a Himura came to the meeting hall to ask Sentarou give back their hair or nail that he assumed Sentarou was secretly keeping. There, he bumped into the demon.
  • The demon pierced the teeth into Himura's hand. Himura feels humiliated about that (reason: he may be the one with high status in the union, bc his magic is quite insane)
  • Himura wants to take revenge on Sentarou, but all union members must not do anything to harm Sentarou (until they find another person who can replace Sentarou to use the dog 😅)
  • Therefore, Himura shattered the building near Kinuko's, Sentarou's friend, hospital, as a displaced anger. He though Kinuko had gone to the union's facility to check his elder son's soul weight. That's why though the soul weight doesn't seem to change over time, he insisted on having it checked one more time and didn't take no for an answer.
  • The younger son was cast magic on, intention unknown as of now.

Maybe rereading after vol 5 finishes will help.

I have a bad feeling about the younger son, he definitely seems pissed about the dog and teens are more likely to ignore the don't mess with Sentatou thing.
