They aren't allowed to show minors drinking alcohol since Japan passed some laws about it several years ago or more, so they use this "fumes" or "sweets" bullshit to get around drinking ban.

This is the same thing like with "we can't show penis-put-inside act " but everything else goes, that's why ecchi series like Mato Seiei no Slave do everything beside actual fucking, to avoid being classified as porn or something.
